  1. Soak the mussels in a large bowl of cold water for about 20 minutes. Rinse them under running water, scrubbing shells with a brush. Discard any that are open and don't close when tapped.
  2. Finely chop the onion and garlic, and coarsely chop the tomato, setting aside on a cutting board.
  3. Heat a large pan over medium heat, add vegetable oil and sesame oil. After 30 seconds, add chopped garlic, onion, and grated ginger, sauté for 3 minutes.
  4. Stir in the white miso and chopped tomato, cooking for an additional 2 minutes.
  5. Pour in the broth, fish sauce, and mirin. Bring this mixture to a gentle boil, about 5 minutes.
  6. Add prepared mussels, cover, and simmer for 8 minutes, checking for any unopened mussels. Stir and simmer for another 2 minutes.
  7. Remove from heat, stir in cooking cream and butter, cover for 1 minute.
  8. Adjust seasoning with salt and pepper. Top with chives and chili pepper, drizzle with chili oil, and serve with crusty bread.
