  1. Preheat your oven to 375°F (190°C) and grease a 9x13-inch baking dish with cooking spray.
  2. In a large skillet over medium heat, cook the ground beef, onion, and red bell pepper until browned and tender, about 5–7 minutes.
  3. Stir in taco seasoning and garlic powder, followed by sour cream and mayonnaise, mixing well to combine.
  4. In a separate bowl, mix biscuit mix with water to form a dough, adjusting with broth if desired.
  5. Layer half of the meat mixture in the greased baking dish, followed by half of the biscuit dough, then add the remaining meat and top with cheese and diced chiles.
  6. Bake for 30–35 minutes until golden brown and bubbly, then cool for 5 minutes before serving.
