- Mix sliced chicken breasts, cornstarch, salt, and black pepper in a medium bowl; let sit for 10 minutes.
- Heat vegetable oil in a large skillet over medium-high heat and stir-fry chicken for 4-5 minutes until golden brown.
- In the same skillet, add more oil and stir-fry onion and bell pepper for 2-3 minutes, then add mushrooms and garlic; cook until tender.
- Whisk soy sauce, oyster sauce, honey, rice vinegar, and black pepper in a small bowl.
- Add sauce to skillet with vegetables, return chicken, and mix for 1-2 minutes until heated through.
- Transfer to a serving dish, garnish with green onions, and serve hot over jasmine rice or noodles.
